Project Description
The Clyde Heritage Precinct forms the historic heart of Clyde, Central Otago. The precinct includes Lodge Lane, Holloway Street and Sunderland Street these streets form the core of the precinct, providing access to heritage buildings, outdoor dining, and community activities. The area attracts large numbers of visitors and CODC recognised the need to update and enhance the area. The project was awarded to Fulton Hogan who subcontracted the bulk of the works to Alpine Civil recognising their expertise in street upgrades.

Alpine Civil's works
Alpine Civil provided a full range of works that related to both pedestrian and vehicle traffic across the precinct over two periods to coincide with quieter visitor times. Utility services; water, drainage, power and communications were installed and/or upgraded as required. The project also included the removal and fitting of new and replacement street furniture. Landscaping including the creation of new planted areas to enhance the area were included.
Extensive air and hydro excavation and pot holing was employed due to the number of known and unknown underground services.
Utility upgrades included the removal of sections of a cast iron water main and replacement with a 63mm Polypipe, this was chlorinated and tested. A 250mm mains water Polypipe was also installed, including hydrant fittings. Additions were introduced to the stormwater system which included the installation of stormwater manholes.
Road upgrades were delivered with the addition of speed tables, to slow traffic down through the village centre. New parking bays were added with associated works. Kerbing preparation was completed prior to the arrival of a specialist kerb laying team. Raised crossings were installed for the safety of pedestrians.
Many of the footpaths were widened with new subsurface and finished surfaces, a mix of steel reinforced concrete and block paving was installed. Tree pits were built within the footprint of footpaths as were the repair and or the installation of strip drains.
Street furniture was either replaced or introduced which included the fitting of additional seating and benches. The removal of existing lamp posts and light poles and replacement with new ones sympathetic with the area were added. Existing steel bollards were removed, core drilling was used prior to the installation of new ones.
Project Challenges
The precinct is recognised in the Central Otago District Plan and is subject to heritage protection rules, meaning any alterations or developments were closely scrutinised to ensure the area’s historic character was preserved. An excellent finish was the only acceptable option.
The area was the home for many business’s that were operating during the upgrade, and access was required and always maintained. The onsite team liaised daily with business owners to ensure they were aware of any potential impact to their trade.
As a visitor hotspot it was important that access was available for visitors and their visit was not compromised with any unnecessary fencing, excess materials and the site was kept clean and tidy.
During the works asbestos pipes were discovered and these were managed in line with current legislation. Dust suppression was a priority to ensure that both businesses and visitors were not impacted.
All work was conducted carefully within what was an area of potential archaeological interest. At several points during the works, items were carefully examined and notifications made to the council.
Outcome
Both Central Otago District Council and Fulton Hogan provided positive feedback on the project highlighting the quality of work and the approach to safety on a busy challenging site. Local business’s whilst challenged by the work schedule appreciated the approach of the on-site teams and were delighted with the outcome.
